Resolution Calling for a New Speaker of the Texas House of Representatives
January 4, 2011
Whereas, a political party exists to advance its agenda embodied in its platform, so when voters put its members in control of the government they expect that party to keep its promises, and Whereas, the resounding victory by conservatives in Texas and around the nation on Election Day was the result of citizens rising up and making their voices clearly heard that they no longer want “business as usual” but instead want fundamental change in government, and Whereas, a central theme of this Conservative movement is a rejection of the excesses of Liberalism and a call for a return to constitutionally limited government at all levels, and
Whereas, to that end, we need our state legislators to protect us from the Federal Government by rejecting Federal laws or rules that are unconstitutional and by opting out of programs that are at cross purposes to the goal of achieving limited government, and
Whereas, the upcoming legislative session will deal with issues of great importance, thus presenting the Republican majorities in the 82nd Legislature with the best opportunity to advance a conservative agenda and thereby confirm the trust that the voters placed in them, and
Whereas, the current leadership of the Texas House of Representatives has a track record that is of great concern to those of us who believe in limited government, and that leaves us worrying that the members of our party in government will fail to achieve the expectations of the voters who put them there, possibly leading to defeat in future elections, be it therefore
Resolved, we hereby petition our Republican members of the 82nd Texas House of Representatives to elect a new Speaker of the House who will guide that body to fulfill our promise to the voters of limited government, fiscal responsibility, free market principles, securing our borders, protecting the sanctity of human life, supporting strong family values, defending the Constitution and protecting the sovereign rights of Texas and the individual rights of all Texans, and be it further
Resolved, that, upon adoption, the County Chair forward a copy of this resolution, electronically or otherwise, to all Republican members of the 82nd Texas House of Representatives, the Governor, the Lieutenant Governor and all members of the State Republican Executive Committee; and that it be posted on the TCGOP website; and that it, or a link to it, also be emailed or otherwise electronically communicated, as nearly as is practical, to Tarrant County Republican activists, any Conservative activist group and to all Republican County Chairs in Texas urging them to forward it to the members of their county executive committees and any other activists they may choose, and be it further
Resolved, that the Tarrant County Republican Executive Committee urge all Republicans and conservative political activists to contact Republican State Representatives and Representatives-Elect and urge them to support a new Speaker for the Texas House of Representatives.

Resolution Calling for a Unified Republican Caucus Choice for Speaker of the Texas House
January 4, 2011
Whereas, our party made great gains in the November 2010 election through a tremendous effort on the part of Republican activists and Conservative grassroots groups working with Republican candidates, with the result that the 82nd Texas House of Representatives will be much more Conservative in its make-up than was the 81st, and Whereas, a political party exists to enact its agenda as expressed in its platform, and
Whereas, it is corrupting to the purposes of that agenda to allow members of another party to control the selection of the Speaker of the Texas House of Representatives, as happened in the 81st Legislature, and
Whereas, the Texas State Republican Executive Committee at its meeting on September 25, 2010 adopted a resolution supporting a “unified Republican choice for Speaker of the House”, be it therefore
Resolved, the TCRP heartily endorses the SREC resolution of September 25th, and be it further
Resolved, we urge the Texas House Republican Caucus at its meeting scheduled for January 10, 2011, to change its bylaws and enact a rule (the Unified Caucus Rule) that requires the Caucus to choose a Republican Nominee for Speaker prior to the start of each Legislature and then proceed to choose said nominee for the 82nd Legislature, and be it further

Resolution Urging Repeal of the Texas Senate ‘Rosebush-Blocker’ Rule
January 4, 2011
Whereas, under the current rules of the Texas Senate, the Democratic minority, with just 11 votes, can use the ‘Rosebush-Blocker Rule’ to prevent conservative legislation from being considered by the full Senate, and Whereas, the 82nd Texas Legislature has 101 Republican House members out of 150 and 19 Republican Senators out of 31, thereby giving the Republican majority the ability, in the absence of the Rosebush-Blocker Rule, to enact its agenda as expressed in its Party Platform, and
Whereas, under current Senate rules, Republican members often compromise with Democrats in order to advance certain legislation, resulting in much bad legislation being passed and many Republican Senators with voting records that are, on balance, less than conservative, the result of which is the corruption of purpose of the Party to advance its agenda, and Whereas, the Rules of the Senate must be adopted anew by majority vote at the start of each biennium giving the Republican majority in the Texas Senate the ability to delete or modify the Rosebush-Blocker rule, and
Whereas, a long-standing provision in the Platform of the Republican Party of Texas expresses opposition to the Rosebush-Blocker rule, and Whereas, the State Republican Executive Committee at its meeting on December 4, 2010 (and on two other previous occasions) passed a resolution urging repeal or modification of the Rosebush-Blocker rule, be it therefore
Resolved, the TCRP heartily endorses the SREC resolution of December 4th, and be it further
Resolved, the TCRP urges Lieutenant Governor Dewhurst and the Republican members of the Texas Senate to repeal the Rosebush-Blocker rule , and be it further
Resolved, that, upon adoption, the County Chair forward a copy of this resolution, electronically or otherwise, to all Republican members of the 82nd Texas Senate, the Governor, the Lieutenant Governor and all members of the State Republican Executive Committee; and that it be posted on the TCGOP website; and that it, or a link to it, also be emailed or otherwise electronically communicated, as nearly as is practical, to Tarrant County Republican activists, any Conservative activist group and to all Republican County Chairs in Texas urging them to forward it to the members of their county executive committees and any other activists they may choose, and be it further
